This is one of my favorite photographs of all time. The Federal Breakwater was constructed between 1899 and 1911. Much, if not all of the rock was quarried on Santa Catalina Island, and moved to San Pedro by barge (link.) Above and to the right of the locomotive is the SP Slip, with lumber schooners from the Pacific Northwest. Above the tank car you can see the Main Channel with the Dominguez Hills in the far background. The Vincent Thomas Bridge will occupy the middle ground when built.
