Was just watching Fareed Zakaria's GPS program on CNN, and a guest stated that with the latest ceasefire, Ukraine has all but ceded the Donetsk and Luhansk regions to the Russian separatists. I can't be sure, but it looks like in the photo above, that those are service advisories posted at a passenger station. As can be seen from this excellent map, there is quite the density of railway mileage in this region.
