In Praise of Unfinished Overpasses

In March of 2001, the new Mill Plain Blvd. overpass over the BNSF Vancouver Yards was near completion, but not yet open. The projects purpose was to improve truck access to the booming Port of Vancouver, and that it did. So I ignored the "Keep Out - Construction Area" signs to do some shooting without having to watch my tuchus.
