Thanks to BNSF6400 on the Altamont Press discussion board, the location for the photo below has been solved. I also corrected my error about Unruh becoming governor. The location is at the intersection of Florence Ave. and La Brea Ave. in Inglewood on the old Santa Fe Harbor District. The train is westbound. In the Google map below (marked by green arrow,) one can see what is perhaps the very same billboard that is oriented towards Florence Ave.
