Chip Gons as Oil Train Buffer Cars? - Why Not?

Out at Josyln Street, Helena, yesterday afternoon. New berms are part of Helena's horn free grade crossing  project.

Woodchips indeed! I am thinking these buffer cars get set up at Laurel. How long before those chips see a paper mill?
