Which is more endangered, the semaphore signals, the Raton Pass line, or the Southwest Chief itself? Actually the real problematic portion of the Southwest Chief's route is in S.W. Kansas, where track speeds are down to 30 and 40 m.p.h. Link.
Either way, keeping the route viable will need large infusions of cash, whether rebuilding the track in SW Kansas, or installing platforms, etc., on the Panhandle reroute. A congress that can deny foodstamps to hungry Americans is certainly capable of cutting off funding for the Southwest Chief.
